Home Ownership Center The Bergen County Homeownership Center is a public-private partnership between the Division of Community Development, Fair Housing Council of Northern New Jersey and area banks. It's mission is to promote and expand affordable home ownership opportunities in Bergen County through the centralizing of information, providing access to banks and other lenders and coordinating of housing counseling programs. The Bergen County Home Improvement Program provides resources to rehabilitate existing one- and two- family housing - increasing the supply of safe, suitable and affordable housing for low-income Bergen County Residents The American Dream Program is a public/private partnership to provide mortgage financing at below market interest rates
